When is the best time to transplant a young rose bush?
Any time in the autumn, while the soil is warm and moist. Roses do not have a long resting period, so new roots will usually be spreading into the surrounding soil by New Year. Add well-rotted organic matter to hold moisture and help prevent powdery mildew next summer.
